One of the following essay questions will appear on the exam. Since the question will be selected at random, it would be wise for you to be prepared to answer any one of them.

  1. Describe the budgeting process. How are the budgets drawn up and who are the key players? How has the budgeting process evolved over the last 3 decades, and why?

  2. Discuss Congress' relationship with the Courts.  What tools does Congress have in influencing the Court?  What are the limits of Congress' control over the judiciary?

  3. In the section of the syllabus dealing with the bureaucracy, it is described as "the pawn in the conflict" between Congress and the President. What does this mean? How does each institution attempt to wield influence over the bureaucracy, and what difficulties do they face?


The Final will also have a second essay for you to write. This essay will cover the "Two Congresses" idea and how the "Two Congresses" interact with each other.
