The Isle of Frio Simulation Debrief
FRIO = Free Riding Inevitably Occurs
This simulation was all about the importance of individual incentives
in collective action. This debriefing memo should give you all the
information you need to fully understand how those incentives worked
throughout the simulation.
Here's a round-by-round breakdown of what happened:

This round was marked by quiet contemplation by the groups as they
determined their first course of action. Without the ability to communicate with each other, a total of thirteen points were spent to build the roads, five more than was necessary. Similarly, the lack of communication and perhaps widespread fear of pirates prompted panic spending on defense.
The eleven total points spent on defense was almost 3 times more than enough for even the worst-case
scenario of an all-out pirate assault. The four raiding parties that came ashore in
Faribault were easily defeated, but the extra points spent on defense were wasted.

There was some attempt on the part of the regions to
coordinate their resources this round, as there was much discussion and yelling to
determine who would spend what on roads and defense. A singular voice from Eyota rose above the rest and was able to establish some sense of order. It worked, because a plan was established for maintaining the roads that persisted throughout the simulation until the end. Four points were spent on defense. Luckily for Bemidji, the pirates only attacked with three raiding parties, so they were defeated.

Once again there was much yelling, but a good deal of coordination. The roads were once again maintained with no wasting of points.
Three points were spent on defense, and once again this was enough to turn back the three raiding parties (they must have been sleepy) that attacked Faribault (Who, from this point didn't spend any more resource points on anything for the rest of the game).

There was still much discussion amongst the regions, and the coordination that was established in Round 2 held. The roads were maintained with no waste of points. Eyota spent one point on defense, which was nice of them because it helped Anoka defeat the one raiding party of pirates. Bemidji joined Faribault as free-riders for the rest of the game from this round forward.

God screwed up. He announced that the roads had been maintained, but the reality is that no region actually spent any points to maintain the roads, leading them to collapse. According to the "plan" that had been established it appears it was Cokato's "turn" to spend the point to maintain the road, and either they chose not to, or were confused about who's turn it was. Since there's no way to go back and fix that I guess we'll just have to call it a miracle and the roads stayed functional. Had they known, God believes the regions would have worked to restablish the road system. Three points spent on defense was more than enough to turn back the two raiding parties that came ashore at Anoka. Cracks did seem to form, however, in the uneasy alliance between regions because there was a lot of talk of unfairness that some regions earned more than others, so they should put up more for the collective good.

The roads were maintained, and there was some discussion about priorities... what's more important, roads or defense? God smiled. Only two points were spent on defense, and the pirates finally succeeded when they attacked Anoka for the third straight round in a row.

Anoka and Dilworth joined the ranks of the free-riders during this round and for the rest of the game. Leaving only Cokato and Eyota as the only regions to support the rest of the island. The roads were maintained and Faribault was attacked by 3 raiding parties. But since only one point was spent on defense, the pirates succeeded once again.

The Island Council was created this round to facilitate coordination. Ultimately, the regions figured out that it wasn't rational to spend points on defense, since the most a region could lose is one point. Better to leave it up to chance. So, from that point on no points were spent on defense. Cokato joined the ranks of free-riders, because generous Eyota enabled them.
Eyota used its wealth to provide the one point to keep the road system (and its source of revenue) alive for a couple rounds. However, they were attacked, and being defenseless, the pirates took the point of profit they would have made from trade.
